History
Local racing businessman Pat Goodman designed and built the circuit, which opened in 1969. Former Formula Vee champion Bill Scott and partner Tom Milner bought it in the early 1980s, and Bill Scott Racing still runs it. The Jefferson Circuit was added in 1996 and the technical Shenandoah Circuit in 2004, and the site is also used to train federal security drivers.
